Transcription in eukaryotes and prokaryotes are highly regulated by the transcription factors, depending on the requirement of the expression of the genes. In higher organisms such as humans, we have so many genes but not all are necessary for the expression. Some genes are expressed only in a specific type of cell. Thus, gene expression needs to be regulated to prevent unnecessary expenditure of energy and resource for the production of unwanted protein.
